Safety Program Management

Provincial Workplace Health and Safety Regulations require that all licenced companies have a working Occupational Health and Safety program in place at the worksite.

This Safety Manual is required by Alberta/British Columbia Workplace Health & Safety (WH&S) and the Petroleum Safety Council’s Industry Recommended Practice (IRP) #16 and #9. Field training is required.

RSE Packs

These are complete field ready Regulatory Compliance documents required for any consultant or company representative.

Visser offers complete field ready Regulatory, Safety and Environmental Compliance documents required for any consultant acting as a company representative.

A consultant on a construction site, drilling rig, service rig or even a reclamation project is a representative of your company, and should be fully prepared for compliance.

RSE Packs are a fully managed service guaranteeing all representatives of your company have the required documentation required to ensure your corporate compliance.

The product includes 4 phases:

  1. Sending new RSE Packs to company representative(s)
  2. The company representative completes required documents and puts them back into the RSE pack
  3. Visser receives the used RSE pack and removes the completed documents, reviews them and forwards them on to the client
  4. Visser restocks the RSE Pack for future use and sends it back to the client

Corporate Working Alone Procedures Manual

The Working Alone Manual is required by Alberta/British Columbia Workplace Health & Safety (WH&S) Part 28 and the Petroleum Safety Council’s Industry Recommended Practice (IRP) #16 and #9.

COR & SECOR Programs

Certificate of Recognition (COR) is a certifying process awarded to companies for achieving health and safety management systems found to meet the standards of the Alberta Government’s Auditing Program directed through the Alberta Human Resources and Employment, Workplace Partnerships (AHRE). The Small Employer Certificate of Recognition (SECOR) program provides an option for employers with a small number of workers, eleven or less (including contract employees) to develop a health and safety management system; achieve a Small Employer Certificate of Recognition (SECOR). The program is specifically designed to meet the application and training needs of smaller employers. Companies registered in the Alberta WCB financial incentive program Partners in Injury Reduction (PIR) are eligible to receive up to a 20% reduction in their WCB premiums for implementing successful health, safety and disability programs and for achieving a COR.

Contractor Orientation Program

This service includes the development of Orientation Handbooks that consist of hard hat stickers and wallet cards. Also included are the training of field personnel, drilling supervisors, construction supervisors and contractors in each operating area if required.

Contractor Orientation CDs
This CD is the orientation handbook presented in a Microsoft power point format. Field training will be required.

Condensed Contractor Orientation (Light)
The light version is a two page booklet that meets Alberta (WH&S), WorkSafe BC, the Petroleum Safety Council’s Industry Recommended Practice (IRP) #16 and #9.

Safe Work Permit Program

This includes a Hot and Cold Work Permit Booklet with your company name and logo as required by Alberta/British Columbia Workplace Health & Safety (WH&S) and the Petroleum Safety Council’s Industry Recommended Practice (IRP) #16.

Safety Compliance Inspection/ Audit

This is an analysis of health and safety hazards performed on Facilities and Sites which will assist in the development of control measures to eliminate or reduce the risks from hazards as required by Alberta/British Columbia Workplace Health & Safety (WH&S) Part 2, and the Petroleum Safety Council’s Industry Recommended Practices (IRP) #16 and #9. Visser will also supply Compliance Reports and manage non-compliance issues with Field Personnel and Senior Management.

Safety Meeting Management

Safety Meeting Minutes Form
These are customized Safety Meeting Minute Forms available via internet or web access and can be viewed by company administration at anytime to audit performance and compliance in the field.

Distribute Monthly Field Safety Meetings to Contractors
Visser will prepare safety specific meeting agenda and topics for prime contractor representatives as required by Work Place Health and Safety (WH&S) Part 2, provincial regulations and the Petroleum Safety Council’s Industry Recommended Practices (IRP), COR and SECOR (if applicable). This service includes; preparation, organizing and distribution to a selected list of contractors, foreman or leads. Distribution will be via fax or e-mail. Receivers will be required to sign the acknowledgment of the prepared minutes and provide feedback and return via fax or e-mail to Visser. Visser will review the returned meeting minutes and follow up on returned minutes if required. Visser will retain files for two years. Safety meetings can be scheduled monthly or quarterly.

Attend Field Safety Meetings
Visser will prepare safety specific meeting agenda and topics for prime contractor representatives as required by, Work Place Health and Safety (WH&S) Part 2, provincial regulations and the Petroleum Safety Council’s Industry Recommended Practices (IRP), COR and SECOR (if applicable). This service includes; preparation, organizing, facilitating and onsite attendance of field safety meeting at pre-determined mutual field location. Visser will prepare and complete minutes of the safety meeting and re-distribute results back to attendees and management for review and follow up. Visser will retain files for two years. Onsite meetings can be scheduled to occur monthly or quarterly.

This booklet is required by Alberta/ British Columbia Workplace Health & Safety (WH&S) Part 2: Hazard Assessment, Elimination and Control and the Petroleum Safety Council’s Industry Recommended Practice (IRP) #16 and #9.

Incident/ Accident program Management

Incident/ Accident Report Forms
These forms are used for tracking incidents, accidents and near misses.

Incident/ Accident Tracking & Reporting
Track and Report as required by Alberta/ British Columbia Workplace Health and Safety (WH&S) Section 18, 19 and the Petroleum Safety Council’s Industry Recommended Practices (IRP) #16, #9.

Incident/ Accident Investigation
These services are required by Alberta Workplace Health and Safety section 18 and 19, WorkSafe BC or applicable provincial regulations and the Petroleum Safety Council’s Industry Recommended Practices (IRP) #16 and #9.

Incident/ Accident Investigation – Internal/ External – (WH&S WorkSafe BC, ERCB).
Tracking and recording information regarding incidents and near misses and reporting annually.

Post and facilitate an incident command center during incidents including resident notification and evacuation teams.

Administrative Safety Audits on Company Representatives

This audit will ensure that all employees, consultants or supervisors representing the owner are following Regulatory and Company Safety policies and procedures. The prime contractor representative is required to ensure the Act and Regulations are complied with in respect to the worksite. The audit includes a review of responsibilities, training, documentation, appropriate equipment and qualified contractors are on the worksite. It also ensures site documentation required to comply with policies and procedures is available and completed. Supply reports and manage non-compliance issues with field personnel and senior management.

Well or Facility Turnover Report Form Booklet

This booklet allows operations or companies to properly and safely turnover Wells, Facilities, or any other asset to a service company that will be performing work. The form is split into Part A which is operations turnover to the company, and Part B which is return of assets once work is completed.

Noise Management

Develop, Monitor and Maintain a noise management program and perform noise surveys for high noise areas, facilities, compressor buildings, pumps, equipment (dbA and dbC sampling) as required by Alberta (WH&S) Part #16, WorkSafe BC act or applicable provincial regulations. Visser will complete sampling and build a program that meets CSA, ANSI and the Petroleum Safety Council’s Industry Recommended Practices (IRP) #16 and #9.

On Site Safety Services

  • Contractor Orientations and Site Specific Training
  • Permits and how to effectively use them (Confined Space, Ground Disturbance, Hot and Cold and Well or Facility transfers)
  • On site safety meetings – daily tailgates (weekly or monthly)
  • Compliance – ensure contractors have hazards identified, hold meetings and complete documentation as required from OH&S
  • Compliance – ensure company policies and procedures are met by contractors, employees and visitors
  • Compliance – ensure and enforce OH&S requirements are being met by employees, contractors and visitors (Fall Protection, Working Alone, Personnel Protective Equipment, Hazard Assessments, etc.) as required by Alberta/ British Columbia Workplace Health and Safety (WH&S), CSA, ANSI and the Petroleum Safety Council’s Industry Recommended Practice (IRP) #16 and #9.

Air Monitoring & Breathing Air Service

  • Visser will manage facilitation and coordinate these services. This is used for toxic atmospheres and confined space entries as required by Alberta/British Columbia Workplace Health and Safety (WH&S) Part 2, 4, 5, CSA 94.4, Z180 and the Petroleum Safety Council’s Industry Recommended Practices (IRP) #16 and #9.
  • Fully equipped breathing air trailers
  • Air monitoring equipment
  • Office trailers
  • Confined space safety watch
  • Provide on site security trailer for sign-in, rover or any other services such as road blocks

Hygiene Services

  • Build, monitor and manage personal monitoring program
  • Personal chemical sampling with passive dosimeter badges (any VOC)
  • Light or heat/ cold monitoring
  • Dust or particulate sampling
  • Sampling for any airborne chemical or particulate to determine TWA, STEL or ceiling limit
  • Hand held ppm to ppb sampling in field for benzene, H2S and various other chemicals
  • Piston type gas detection pumps equipped with tubes for several chemicals beyond H2S and S02
  • Radiation monitoring (NORM or any other like alpha or gamma)
