Regulatory Services

Visser provides expertise in Regulatory Compliance to ensure that our clients not only meet, but exceed all compliance expectations. In order to assist our clients with achieving compliance to the strict regulations that are associated with producing Oil and Gas, Visser has developed the following suite of Regulatory services:

 

Regulatory Compliance & Environmental Inspections

These inspections are performed on all facilities and a select number of representative wells. Compliance Reports are supplied to field personnel in conjunction with company production Vice President or production manager.

Safe Operating Procedures (SOP)

These are Site Specific procedures that are required by Alberta and British Columbia Workplace Health and Safety (WH&S) and the Petroleum Safety Council’s Industry Recommended Practice (IRP) #16.

Manage CAPP Responsible Canadian Energy Program

CAPP members are required to complete the Responsible Canadian Energy benchmarking report by July 1st of every year. Benchmarking allows a company to gauge performance trends on a year to year basis. Reporting to CAPP allows companies to compare their performance against others in the same industry. Benchmarking demonstrates a growing demand to display responsible and safe operating practices. Visser can administer all reporting requirements to CAPP and coordinate all efforts from the field, head office and pertinent regulatory agencies to gather the necessary data. Visser will submit this report to CAPP and will handle all subsequent inquiries regarding the submission.

24 Hour On Call Service

Visser offers an On Call service providing emergency and regulatory assistance to all company staff 24 hours a day.

This service is designed to provide assistance to your operations staff in dealing with any Emergency Response, Pipeline, Regulatory, Environmental and/or Safety issues that may arise.

Visser provides guidance during any emergency situation. You will have direct access to Emergency Professionals who are available to provide on-site emergency coordination and investigation should it be required.

Suspended Well Program

Visser offers a 3 tiered service to comply with ERCB Directive 013, which requires that suspended wells be classified, inspected and the results be submitted using the DDS system. Frequency of testing is 1, 3 or 5 years, dependant on the classification of each well.

This program is also being considered by the BC government.

Surface Casing Vent Management

These tests include DDS submission to the ERCB as per the ERCB and OGC requirements. All wells must be tested for this determination within 90 days of drilling completion.

Pre-Purchase Audits

Visser provides a Physical Compliance Inspection on all wells and facilities identifying any non-compliance or outstanding liabilities that may exist. These inspections are completed for all applicable Regulations, Acts and Directives. We provide these inspections for all of Western Canada, regardless of location or application. A list of all equipment on-site with serial numbers and a spill/release report history will be provided along with the compliance inspection documentation. Visser will review all Government enforcements issued and present a report to the client before purchase of new property.

Visser can also provide Phase I and Phase II audits on selected facilities to significantly reduce environmental liabilities associated with purchasing a facility or well site when the history is unknown.

Tank Integrity Management

A database of production tanks is generated and kept up to date with all required integrity testing completed and required scheduling intervals to stay in compliance with all requirements of Directive 055.

Production Audits (per diem)

Visser will provide production accounting support to ensure that all production volumes are being measured correctly and properly balance.

Internal Production Audits

Visser will provide production accounting support to ensure proper preventative maintenance and use of measurement equipment. Visser will investigate production reports to determine improper calibrations and balance production records to be in compliance with Directives 017, 042, 046, 060 and 064.

Manage ABSA Program

A database of all pressure vessels, boilers and piping is generated and kept up to date with all integrity testing completed and required scheduling intervals of inspections. This keeps equipment in compliance with ERCB and Alberta Government Regulations.

Temporary Signage

Visser can arrange to post a temporary steel lease sign with proper company name, LSD, emergency phone number and applicable warning stickers. Temporary signs are compulsory where no LSD sign is present at lease entrance, and where no LSD sign is present when more than one well is on site.
